If you're cutting weed with something, it's going to be tobacco or a relatively benign herb like damiana, mugwort, chamomile, catnip, peppermint, calamus, wormwood, strawberry leaf, wild dagga, valerian, or hops.

Absolutely, people do this all the time but it doesn't really make sense to do this from the perspective of a dealer because it's going to be very visually apparent, especially if you're selling flower.
Something like damiana in preground weed might not be very noticeable but again, doesn't really make sense for a dealer to sell that way.

In the first novel I ever wrote I had this idea for a fucked up demented circus where they torture the main character but the premise was that they're all high and it's just weed. The joke being that they're LITERALLY smoking (and drinking tea made of) marijuana.
