Well, I'm sometimes clumsy with the ol words, but the joke was about using strictly historical references of things that happened, to throw the idea of "yes the ruling class tends to know what's best" into a more honest framing.

Well that's a lot more specific than the headline and also like.. really hard to prove. That and why would it just be in one context it's not allowed?
I suspect it's so they can prosecute abusers who film unequivocally bad things, since this removes any room for interpretation or coaching the victims so the abuser can get off on a technicality.
That's my best guess as to why it would be written like that. We might be getting primed by the headline to interpret it uncharitably.
