I'm not sure where it's from originally but it could easily be our own wombat's original phrasing. It is just a statement of fact after all. Wombat has been reminding us of this where appropriate since the founding of chapo.chat -> hexbear .net (6 years ago, damn) and possibly before that on the cth sub. Indeed, you'll see it's one of wombat's first comments! Sometimes others will take up the duty of pasting the reminder if wombat isn't present. That's why you see it around, anyway.
