All 47 Dems voted no, 3 Republicans defected and voted no (McConnell, Murkowski, and Collins), and Vance did a tie break vote.

No. McConnell knew exactly how many votes there would be, and he would not have voted against it had it been closer.
Any Republicans who "defected" did so in a calculated way. They didn't follow their moral compass or think it was the right thing to do, it was pure politics.
