A good start would be citizens who are in states with recall clauses starting to enact them. granted it would only help 12 of the states as the rest lack a framework for it but, the majority of the states who have the recall process, also have legislators that refuse to do anything about it.

While I don't advocate for said actions, if actions were to occur, I think it would be better to have them happen after the presidency. I don't trust that he wouldn't somehow smuggle federal money into repairing it.
