The costume is the Portland Frog from the anti-ICE protests in Portland. The costume has been used at "no kings" type protests previously.

This whole situation is so absurd. Trump spent years saying that he would "drain the swamp" in DC as a metaphor, then he built a literal swamp in DC.
Now he says that ANTIFA is pro-algae because ANTIFA sounds like amphibian. The Portland Frog as the image. He's saying that Antifa is supporting the Lincoln memorial swamp that he made.
