I've heard it called a "Cold Civil War," which I think captures the feeling right now. Neither side is actively engaged, but the administration is stepping closer and closer to the line, using more and more overt uses of force and rhetoric.

Trumps and his lawyers decided since the ruling said no Oregon NG, that they could send in the California NG and that would be fine ... the judge and the legal team involved worked the weekend and ruled no NG can be deployed.
