It's the same style of confinement torture they put people through in CIA blacksites. In this case it's used as a tool to punish immigrants, for things as simple as asking for medical care.
Also worth noting that they are leaving the cages outside exposed to the sun and insects so it's a step up in barbarity
It's murderous.
