In FR/LG I think there are two apparently homeless NPCs. Maybe three? And the professor assistant(s?) in the lab.
They could walk from another town - it's like less than a minutes walk to the next town.
Yea but this in a world you need a pokemon to get around a shrub. Next town over might as well be on the moon from how some NPCs talk.
I'd assume that Prof. Oak's assistants could handle a lvl 3 Rattata or two on their way to work.
