This was my gut instinct too. However, what about 1 ~~Egghead~~ Evrart and 5 Cunos?

Harry and Kim except we're just gonna dance the night away. 
Measurehead for his boldness and muscle.
Sunday friend because we will be Blanquists and need his connections.
Klaasje because we will be Blanquists and need her connections.
Deserter because we will be Blanquists and he's a good shot.
Why not Joyce if you're gonna be a Blanquist? Because I don't like her.

Klaasje is a professional, good at planning and blending in. She will be the perfect manager for my team of 7 Eggheads.
You also cannot trust her even the tiniest bit, and she probably used to work for the CIA.

me desperately trying to fit in despite only playing Disco Elysium for less than 10 hours and not recognizing half of the characters
I would pick Evrart and Joyce because Evrart has a union behind him and Joyce has money.
1/10: Deserter is an automatic first pick, insane value. Never know when you might need a day-of-the-jackal type mad pervert for hard targets at INSURCOM. The party disavows of course.
4/10: Soona for cryptography/comms and being on the Politburo making plans. Ambitious techies have motion and we're gonna need that to take down those airships.
9/10: This is a big expense but the party needs foot soldiers. After a lot of thought I am picking Titus Hardie as Marshal of the Revacholian Red Army. Homegrown hero who brings along the militant union members who will make up the mass foundation of our national liberation struggle.
10/10: Last point I am using to pick up Cuno. After attending a party literary program he will learn civic pride and can serve as an inspiration for the other local urchins, who can help deliver messages, dig tunnels, and operate crewed weaponry for the people's army instead of dealing drugs and stabbing eachother.
Honorable Mentions:
While I would battle corporate mercenaries to the death for Comrade Evart I am worried about his syndicalist and developmentalist tendencies. He is a bureaucrat who lacks the dedication for the people's protracted war against the coalition of nations. Better to recruit from within the Union through Titus.
I really wanted to pick Lieutenant Double-Yefreitor Kras Mazov because I am one of those sentimentalists who believe the RCM can be made to defect to the people, but that plan and the man are the very definition of "unreliable" even if it would be brilliant to see.
Gary barf for a national united front against imperialism but its too cringe and the Revacholian right wing are a bunch of weak losers anyway. We don't need em, Hard no.
I think you could get better value for money if you picked measurehead instead of Titus. I also think you're sleeping on Evrart. He has his tendencies as he is now, but given the prompt he would not have those tendencies, since hed have yours instead.
My biggest issue with him is how he does urban planning, everything else seems like him just using the tools available to him. He's only a syndicalist because the unions are one of the few organisations still standing. The bureaucrat part of him I dont really see. Hes as much a bureaucrat as Joyce or the Sunday Friend, Papers are just one of the tools he uses. Its pretty clear he does so much more and is the core of planning for Titus and the rest of the Union.
Titus on the other hand seems kind of unreliable to me. Much more invested in being a big authority macho guy than the actual ideology of it all. He's a good enough guy, but not someone id rely on for anything more than being a brute. I think measurehead would be better, since he seems to dedicate himself entirely to his ideology.
I did not think about soona though. I'd forgotten her. She could be cool.

Thatcher but leading a communist party and fully devoted to its ideology would be seriously successful so I take Joyce. She also has fucking loads of money.
Klaasje, Cuno and the Deserter as my others.
Evrart, measurehead, cuno and Egghead. That party will be everywhere.
My reasoning
Measurehead is super dedicated and if he studied Marx as much as he has studied phrenology then he'd be great at educating people - assuming his condescention is a quirk of racial supremacist ideology and not a peculiarity of his own.
Cuno seems like the type to be a young stalin in a few years.
Evrart gets stuff done and would be great at organizing as well as financing and planning.
Egghead has the popular outreach and agitprop out the ass.
The Don'ts
- Kim is cool, but he doesn't seem good for advancing a political party.
- Same goes for Klaasje.
Both are too detached/too focused on what they have going on to do anything bigger. They might get swept along, but thats not a good investment. - Joyce is already a commie, she has chosen to be a class traitor. A commie Joyce would be something like Chiang Kai Shek when he was with Sun Yat Sen, or so I Imagine.
- Sunday friend would just be your average hexbear poster. He'd be discarded by liberal intelligentsia immediately. Best you could hope for is he becomes a Richard Wolff type.
- Hardie would be a great asset, but I think a commie measurehead would be like him but better.
- Cryptofascist would also just be a poster. Best case is a B-tier chapo.
- The girl from the kiosk is cool, but she seems like the type that would grow out of whatever political beliefs she has, and not one to do a whole bunch. She's probably got enough going on.
- The deserter is already a commie, hes just super depressed. He'd just be a super depressed murderous commie who doesnt have regressive views I suppose, which isn't a whole lot. Evrart and measurehead would be much better for ideological reinforcement.
- Soona I dont remember a lot about. I think she was very tech-savvy, but also had an imperious attitude towards those outside of her field? If im wrong about the latter then that makes her better, but still, I figure between Evrart, Cuno and Egghead you're going to find some sort of trustworthy and competent techie. Or maybe on measureheads semen retention forums.
- Why would I ever want to pick George? Nothing against the guy as such, but why is he even an option? And for 3 réal? What are his attributes? Doesn't he have memory issues and a drinking problem? That's just Harry, but worse.
- Harry has too much going on, though he can be very empathetic and having a cop in the group can't hurt, if the cop is committed to your side. Too expensive though, since he is so unreliable.

Evrart and Joyce, if you think Joyce wouldnt just stab herself in the heart and the party in the back as soon as she could get rich off of doing so.
In my eyes Evrart is the linchpin. He seems like the perfect head for an upstart political organisation. Everything should be built around him. I think Evrart and a group of dedicated youths would be a solid starting point.
Cuno and Egghead are both risks I suppose. If I could I think I'd replace them with Titus, Kim or other cops or Union members. On the other hand I think one should also invest in the future, whatever happens its a marathon, not a sprint. Having Cuno and Egghead be mentored by someone heavy into theory and someone who would make Lenin look even-handed, theyd probably become absolute beasts of party machines.
I thought Joyce was an Ultra liberal?
Im being tongue in cheek. She is an ultraliberal, but she also understands communism and materialism and the like. In my mind it is incredibly rare that someone actually understands marxism, yet reject it still.
Understanding marxism makes you a marxist. If you then decide to still act at the behest of neoliberalism, then you're truly evil, you're going against your own rationality and what you understand to be for the best for society.
I know that's just me being a word fucker, but I hope it makes sense.
The way i see it its nearly impossible to understand communism and not be a communist. Its like that guy in the matrix who chooses to go back - he knows its all fake. I sort of figure Joyce is the same way.
A lot of very wealthy people understand dialectical materialism somewhat instinctively, because it is important to understand the way money works to keep it and make more of it.
They might not even know Marx, but their lived experience has taught them what is already apparent in Capital.
It's not instinctive (in general), it's an important element of their "job" besides owning things. They need to know how to defuse or redirect (and then defuse) populist movements.

Evrart, MEASUREHEAD, Egg and Kuno.
Take the bottom row except the cryptofascist and the ultra liberal from top row.
- Cuno: natural street agitator and extremely committed once onboarded.
- Shop worker: honestly don't remember much about her but she speaks to people constantly and hits a particular age demo.
- Egg head music guy: brings the revolutionary beats to the action and will lead chants.
- Old head: will enforce communist discipline.
- Ultra liberal: when you strip away the ultra liberalism and replace it with communism you get someone rich and connected. Use that to fund your organization and give it a face in certain circles. She will also patiently explain communism to everyone same as she explains liberalism from a materialist angle.
Y'all aren't fixing Joyce. You are just creating bourgeois parties.
Bold talkers with econ degrees already make up much of political parties.

Titus wasn't Evrart's real muscle, that was the deserter.
IIRC Evrart had a whole second team of people while the Hardie Boys were just meant to be a distraction.

First Chairwoman Mercier, Head of the Ministry of the Interior Klaasje Amadou, General Secretary Egghead, Frittte Girl leading the People's Liberation Army. Yes, this will mean that Klaasje will eventually coup me if i don't purge her first, but that's just the kind of toxic yuri i'm into.
Klaasje seems entirely untrustworthy. I doubt she'd even hang around long enough to be installed as anything. Isn't most of her story about leaving when the going gets rough? And also some spooky shit?
