It would seem so, til.
There are numeric and alphabetic months, and 2 and 4 digit years, but seems to be dmy consistently.
So I suppose it's only confusing to people who don't know the secret rule of passports. Or if you have a 110 year old with dwarfism who looks 10.

The point is to remove day/month ambiguity that would be present in numerals. Also, that French is always present, c'est toujours très important. The machine readable one is YYMMDD or YYYYMMDD

Looking at the ID, and from other discussions, the prevailing theory is that he does have dwarfism, but has lied about his age.
