Except it isn't the early 2000s anymore and I don't know if anyone except the True Believers will be swayed by a Michael Bay movie, especially since almost every movie now has his same overreliance on shitty CG effects and vapid dialogue and characters. He just doesn't bring anything to the table anymore, the whole industry is like that now.
i guess what i meant by low hanging fruit is that its the easiest and cheapest. slop script in a week, attach the regular gang and under contract, 6-8 weeks of production, the government kicks in what... 20 mil toward the studio that will either make money on their end or write down the loss. either way, the studio system gets a payday.
and certainly nobody who engages with media critically is going to buy it, but it will give some cover and some bulletpoints to repeat like a mantra for self soothing. like the benghazi movie did for libya or zero dork thirty did for torture, or ameroid sniper did for iraq.

Armageddon (1998) directed by Michael Bay, received funding from the US Military. 4 out of the 5 Transformers movies are confirmed to have been funded by the US Military. I'm not sure about Pearl Harbor (2001), it says that many military personal were used as extras in the film. I'm also not sure about "13 hours: Benghazi" 2016, but it seems like it would have been.

Basically yeah. The US Military gives the studio access to tax-funded military equipment, personnel, and locations. The Pentagon assigns a "liaison" to the film to review the script "to accurately depict military stories and make sure sensitive information isn’t disclosed" ie government censors the film.
