No that's just a basset hound. Their neck skin is very loose and would bunch up in that position
"Worn thin" is past tense for a reason.
That poor dog needs a diet and probably a looser collar.
They shouldn't be bred. The legs are purposely bred too short for cuteness and the legs can never provide the exercise the torse needs.
I'm always sad when I see them as they are nearly always obese.
Humans can be such ignorant assholes.
