Was he even pro-Moscow? I thought the EU wanted free trade with Ukraine as long as they ended their free-trade agreement with Russia, and he hesitated because he knew that would be only advantageous to the EU? He seemed pretty neutral until that point.

Oh yeah, people have been talking about this being the outcome since the start of NATO enlargement after the fall of USSR. What's significant about these kinds admissions is that we're hearing directly from the horse's mouth. Here we have somebody from Biden admin directly admitting this was a war of choice.
