Stephen Miller is responsible for the current fascist push by the trump admin. He basically orchestrated the whole thing and gave it wings.
Without him, they're all still fascists, but disorganized.
He's been directing the DOJ and is responsible for the majority of the ice bullshit happening, among many other atrocities.

Strangely, it's just as you said, I recognized Goebbels but not Miller, but if you would have asked me before which I would recognize more easily, I'd have said Miller.
It's probably just that Miller is almost always lit directly from the front.
Miller is more recognized with his Ronco spray on hair.
I Google Lensed this picture and the "AI Answer" at the top of the page cracked me up, so here it is:

I know, it's Stephen Miller, that's why I laughed. Google AI apparently thought, "bald Nazi, must be Mussolini."

Also, it's more likely that an unmodified photography of Goebbels and Mussolini exists.
I'll be honest, just the thumbnail - looks like Mussolini.
I wonder how old Goebbels was?
Miller looks a solid 10-15 years older than he is.
He died at 47, so he never got to be as old as he looks. He looks pretty similar in age in the above and in the top picture on his Wikipedia entry, and that was taken when he was 35. Hate ages you.
My guess would be Miller suggested it himself and his fans love it.
I thought that was Mussolini on the left for a bit. Had to check the comments
