They had these at the Harris Teeter when I used to live near D.C. The wheels would also lock if you went outside the perimeter they had marked out.

You get it back when you're done, and this way, people are less likely to leave the cart out somewhere the store has to go get it, and encourages people to return carts for selfish people who can't be bothered to walk a short distance to put the cart back.
We have this at Aldi here in the states, and it works better than the random ass cart hell I have to deal with at other stores.
