This only applies if you assume people are minimizing the amount of calories they spend, but for people trying to maintain a level of physical activity, switching to an e-bike would mean adding some other exercise to compensate, and it comes out worse.

Every e-bike I've seen has an adjustable assist level, including no assist. Actually the one time rode an e-bike I wanted to get a workout in, so I put good effort in on the minimum assist level. I got a great workout in and ended up with a really long range for the battery size.
Variable assist is so good, I can get a decent workout but I can also cheese out on a shitty hill

Been a muscle powered cyclist for a while now and as I age I've noticed I'm just not putting in the miles I used to and my bike mostly sits idle. I think an ebike would get me out and about a lot more. My partner pushes hard against the idea though because cycling is one of their only forms of exercise (but we almost never ride anymore). The joys of interdependence
assist-only bikes might be for you. they don't have a throttle they just help at a certain speed or torque to make the hills easier
E-bikes are cool and I'd definitely get one if they were usable here more than, optimistically speaking, 50% of the year.
I go everywhere on my electric unicycle, which I assume is in the same box as ebike & electric scooter
