Serious? Or is this hyperbole? Genuine question as like 80% of people in Britain have done it before they're 20 so I'm just a little confused as to how this would play out. Age gap laws to permit it within a range?

Jokes are only funny when they reveal a hidden truth, the joke here is we live in a r-word culture obsessed with youth.
There's a small but vocal movement of people online who want to raise it to 25, but from what I can tell they spend most of their arguing with Wikipedia admins over the age of consent wiki page.
I've seen people on this sub advocate for it being raised to 21, which seems more reasonable but idk if I agree.
Personally I think it should only be legal to have sex with people older than you.

I missed this struggle session. Why is stacking rocks bad?
The decorative structures, he says, are destroying local archaeology, damaging trail systems and disrupting wildlife.
