As people get older they may become mentally inappropriate, including developing dementia. Unexpected and irrational anger is a symptom of this.
The empire functions despite two presidents in a row being half checked out mentally. Hmmm. Hmmmmmmmm.
Don't worry, they'll get one of those two people in office again (assuming nobody dies before the election)
