I don't have any info about developers or origin or anything and it's not really a playable game since it's a 10 second cutscene that depicts MRTA guerillas running out of an ambulance and that's it.

As for what the game title is referencing, there's a natopedia page specifically for the operation but this one gives a little more context

In short, Operation Chavín de Huántar was a military operation carried out by the Peruvian Armed Forces in response to a hostage situation at the Japanese embassy's residence. The hostages were being held by the Túpac Amaru Revolutionary Movement (MRTA), a Marxist-Leninist group who demanded a reversal on neoliberal market reforms, the release of political prisons, and improvement in prison conditions in general. To retrieve the hostages, the military dug a tunnel under the building and attacked from underneath. The aftermath of the operation left 2 soldiers dead, 1 hostage dead (none were harmed until the military attacked), and all 14 MRTA members dead, of which 3 members were tortured before death and as many as 8 were summarily executed after surrendering.

I've seen among my circle that a decent 3D printer quickly pays off when you're into 40K, but prints take forever if you want them to be high enough quality.

A friend of mine made very good experiences with bamboo lab. Her smurfs look very decent, although they do have a bit of the "dusty" look that you get from borders between the printing layers.

If you're going for a printer for infantry usually the better bet is resin printing instead of FDM ones like the bambu, it gets better detail by far, like straight up just can't see the print lines unless you look incredible close. Usually people recommend Elegoo printers, especially since the last gen versions (Elegoo 4 currently) are basically on a permanent sale and the level of quality between a 4 and 5 is pretty close. FDM printers are however way better for vehicle printing, it's both faster and cheaper, as well as simply easier.

Yeah, they originally thought about getting a resin printer, but decided against it due to pricing and the fume issue that they could not have really resolved in their tiny appartment.
