They could be bold and try to appeal to groups other than 50+ white guys by making “femboy hooters” real, but apparently they’d rather fade into obscurity instead.

It would go viral so easily. You'd be drowning in customers for a while. Then every time something happens (and something always happens) then you suddenly get another rush of customers.

Chasing virality seems like a bit of a risky venture, but let's be honest, being a casual dining restaurant when no one has money and no one cares about you sounds harder.
