It would obviously depend on how well they can hold threat.
My red flags in a tank
low base HP (maybe not always but see #2)
can't mitigate damage well
can't hold threat
no AoE threat/taunt
no "oh shit" buttons
no stuns
gear below the threshold of the content
Those are my take it or leave its before I even invite them to the raid
I just look for stone cold chillers.

Yep. A clearer way to say that would be saying that you build threat to hold aggro. But any combination works.
