There isn't a hitler analogue, simply a brutal colonizing empire who's been colonizing worlds that have been (until earth) devoid of sapient life. The gem empire has not, in the canon of the show, committed a genocide against another sapient species; but it was involved in essentially a form of brutal fascism. Not hitler, but not far.
