How about upgrading the infrastructure so you can? It's been decades.
I have both German and old Polish SIM card on my phone. The amount of robocalls I get on the Polish card is nuts compared to what I get on German. Polish is like once a week. On a German phone I get maybe one call per year from someone claiming to do surveys.
Before the summer I got like 4-5 a day here in France 😵💫 There was some rule popping in and it's way less now, hopefully even less soon 😮💨

I get about 20-30 a day and at least half as many leave voicemails. The phone part of my phone is useless and deleting voicemails to keep inbox from overfilling on the rare chance a client needs something has become a chore.
There has got to be a better way.

You buy something or a service and give them the authorization to use your phone number for a later usage.
So the telemarketing will be only with companies you're previously authorized (think contracts renegotiating, new offer proposals, survey, feedback...)
Business to business sales and calls from vendors that you trust. There's people that want those, somewhere. Much like there's non-spam commercial mail.
Yeah, also calls because you placed an inquiry into a piece of heavy machinery or something similar. I used to get solicited sales calls on my work phone from time to time

I'm not ignoring it. I actually don't care about the nationality of telephone terrorists. That they build an economy on exploiting people - usually on both ends of the line - and which will falter under new and much needed laws, well, bad luck.

I'd love this in the US, but we're ruled by the wealthy assholes here. They have personal assistants to screen their calls.
Yeah they're also making it illegal to access social media if you're under 15 so they're gonna have to enter their ID soon to access most websites. Sooo it doesn't even start to make it even.
I think kids will be just fine without social media until they’re 15. Especially if it’s a blanket ban of every kid before then. Theres other ways to interact as a kid with your peers.
Its not a problem about the kids. Its about adults having to provide an PII (ID) for social media access.
