The US navy would likely physically stop them though at this point. America First Died in Israel I guess. Now the party is calling the shots, holding the president's hand to betray his past promises that won him the election, and betray a large number of people that supported him, but not the party.
As if starving/depriving a country has ever helped change their leadership. It cements their leaders in, they get a rally around the flag effect being attacked from outside. It makes a regime change less likely, and hurts working people in the process.
Sanctions, and embargoes, against countries have never worked for those stated purposes, and both parties love them, the neo liberal democrats supporting shit like this is part of how they lost in 2016 and beyond, and rejection of this kind of using the military to further the ideology and business interests of oligarchs that could only be describes as Enemies of the Republic, is part of how the president won control of the party and then the country. Not in his dotage being manipulated into betraying it, talk about Sad.
So no country/company is willing to sell them oil due to the sanctions, is that the issue?
Countries aren’t just ”not willing”, they can’t. And the country that did has had their oil shipments diverted and stolen, until the oil was just point blank stolen.
The fuel is unavailable because the USA illegally invaded Venezuela and stole all its oil, and because the USA is trying to break Cuba through an illegal blockade. And Maduro didn't "decline": the USA kidnapped him. The article takes great care to describe the consequences of the USA's illegal actions without mentioning the USA.

Last time I checked not being able to air travel wasn't one of the UN's criteria for genocide ... so maybe not an appropriate comparison.

If I was stating it was a genocide I wouldn't have used a question mark. The US is applying a lot of pressure on Cuba but to what end? The regime falls and what? We create another failed state (a la Iraq or Afghanistan)? Does anyone really think Trump, of all people, wants Cuba and its people to be free? Trump doesn't want Americans to be free!
