The number AIPAC pays him actually doesn't mean much because Schumer is so central to their operations that they would pay him literally whatever be needed to stay in power. 1.7M is just what it cost to keep him in power. They would gladly give him 20M if that's what it took.

They get the quality of leader that as a collective they vote for.

Since fuckall turn out for primaries and 60% for the main vote, Schumer reflects the vote in terms of quality and effort.

When Americans start blaming themselves for where they are, they might fix it.

There is no one challenging anyone in power. You can't blame the voters alone for not turning out to vote for, no one. The problem is not the electorate, it's the system that is so corrupted that no one thinks they can make a difference and just surrenders it to them, even as surrendering it to them leaves us wide open to fascists seeking to put a permanent fix in.

We need new leadership, inside and outside the party, and we don't need new primaries for leadership outside the party. There is no time like the present. Until you bring that you cannot blame the voters as they don't have any other options.
