Yep. Portland doens't get snow, especially not in the summer of 2020 which was one of the hottest on record

This won't block spray at all. Maybe, MAYBE it will hold off a canister, but you are better off kicking it instead.

Apparently it can work on clouds, temporarily. Which could be enough to make an escape. But yeah the picture is not real.
