I wouldn't be posting this if it was just a joke shirt, and if was sold as such it'd be a little funny tbh, despite some implications.
This shirt is in the kids section of apparel in a walmart, which means somebody thought this was a cute idea, and didn't really think about. Or worse, (and imho highly unlikely, but I wouldn't be surprised) was absolutely intentional about it.

It'd still be bad, but it would be much less bad if he was actually making the "Force choke" gesture rather than reaching his hand out in a generic menacing way.
