Assuming you're serious, that's Hannibal Lecter. The Hannibal directive is the policy to prevent kidnapping by harming or killing their own troops. According to the NATOpedia page on it:

A. During a kidnapping, the main task becomes to rescue our soldiers from the abductors, even at the cost of harming or injuring our soldiers.
