Try copying the hyperlink and adding it as a stream to VLC.

I'm not familiar with Kemono.party but it looks like there are different revisions of the video that you can select so if the first try doesn't work then maybe try a different revision of the video and follow the steps again.

I'm pretty sure the m3u8 playlists are generated by Patreon when the scraper scrapes that particular post, so they quickly expire and become useless (assuming they don't require any additional authentication like session cookies in which case they'd never work).
