This looks like good old fashioned Photoshop. These are in like the first 50 image results when searching prison tower and trump tower
aw shoot sorry OP. i usually get these right— something about the perspective of the roof of the tower not matching the fence rung off to me which i now see was flawed.

Because it's a piece of crap that mostly serves to impress people psychologically. And the guard tower isn't great either.
