no it isn't, in distinguishing the technology from "its employment by capital" it argues from the implicit default of technology being an inherent good.
he's implying it could be useful (and as such, good) if it weren't for the capitalist motive behind it, or the capitalist system it's set within. those are literally conditions
then marx was wrong i guess. or since "it" could mean anything what you said broadly aligns with what i said.
