Translation: the US can only win against adversaries that cannot fight back
A great example of this is their predator/reaper drones. The US has killed thousands of people with them but the second they tried flying over someone with intact air defences they lost dozens of the things. Absolute paper tiger only good for murdering those who can't shoot back
