1000 is average

Is it bell curved so that the median score is 1000, or is that the mean? Or is average here meaning 'yeah it's an okay score'?

(Not from USA so not familiar with SATs, but they're referenced v often so curious to know)

median. it's more or less normed to 1000. https://research.collegeboard.org/reports/sat-suite/understanding-scores/sat

it's not a good score. worse than the average admit score for the worst US public universities. https://www.collegesimply.com/colleges/rank/public-colleges/highest-sat-scores/?page=11
