If by "the world" they mean "the west", as they usually do, then yes, the west will miss the times when it could be as hypocritical as it wanted because of global dominance

Actually they probably also mean the global South because they think they're doing the global South a favor and that this is a teaching moment; as a Kenyan official once reportedly said: "Every time China visits we get a hospital, every time Britain visits we get a lecture"

The global south is going to really miss all those ways their infrastructure had even less of a chance to develop domestic alternatives before tech companies just decided to have complete control over their tech and communications if they start having Dangerous Ideas
