In the US at least.
Lots of convenience and grocery stores in bigger US cities have the laundry detergent under lock and key because it gets stolen so much. At least, that was the case when I lived in San Francisco a few years ago.

Everyone needs it, doesn't go bad, expensive in the store so you can flip it fairly easily and still make money.
Fair. To be perfectly honest, I’m not broke, but if someone in my neighbourhood was selling stolen detergent at a fraction of the cost? I’d buy the shit out of it.
People have hung fliers in the laundry room here selling bulk detergent.
Sounds like paradise to me. Only if they can guarantee it’s stolen though.
