No, it's boiled potatoes on rye, served with radishes (An optional accrutement) and chives. You can add onions (Preferably either red or fried), pepper, mayonaoise or parsley if you want, but you've got a good thing going with the potato, rye, chives and a pinch of salt already

Potatoes have starch, surely by that definition there are two starch layers, making it a sandwich
I don’t think that counts, they’re more of an ingredient than a structural starch in this case
The site used to illustrate the model cites croutons as such a starch, surely a layer of potatoes is as structural as the croutons in a salad.
oh, yeah, I personally don’t vibe with the “nachos” category (which was added later), and think it’s just a weird way to describe a salad which includes starch.
but also, if you want to include the apocryphal cube food types, I think that would make the open-face potato sandwich more of a cake, or nachos upon a toast.
