It sounds like he's confusing autism with cerebral palsy or severe Down syndrome.
He very well may be. This is anecdotal but I've noticed that some people use autism as a shorthand for other disabilities, particularly if they aren't close with the individual in question. I have no idea how widespread this is but it creeps me out a little every time I notice it happening.
Yup. "Autism" is simply the new "Untermensch."
Like most people of his generation, he learned everything he knows about autism by watching Rain Man.
