It's including all the districts of Canada, Australia, Germany, Britain, South Korea, Japan, and all the other vassal states. (does it actually add up? I'm not gonna check)
10 provinces, three territories in Canada. 31 states in Mexico, not including Mexico City, which is autonomous. So maybe the Republican platform is to continue Manifest Destiny and annex all of North America.
