Isn't pitting governments against each other pretty standard ghoulish porky behavior anyway? Like within the us companies will openly court concessions/incentives from local/state governments under threat of pulling up stakes and moving to somewhere that will. Billionaires say this all the time about being taxed and threatening to move between states or even out of the country.
