I haven't messed with MUGEN (which I am fairly confident that this post is a screenshot of) in a long time, but adding a background like this is one of the easiest things to do, and I bet it is still out there.
A whole fighting game of regular people fighting at regular street locations might be pretty good. We could call it Street Fighter... no, wait

Inside would be even better. You could throw plates, squirt syrup bottles, and if you get too close to the customers/staff they could grab/trip you
