To your original question, Boko Haram just sucks that bad

The Boko Haram side should also have the icon of the CIA. They're one of those batches of disposable jihadist assets the US supports in secret to have a pretext for military occupation, and they get used as deniable mercenaries against uncooperative states in Africa.

Is the other image you're thinking about the sides in an ethnic conflict in either Niger or Nigeria where the US, China, Apartheid South Africa, Israel, and the Soviet Union were spread incoherently across the sides, with several of them appearing on both sides?

Nah it was this

My best guess is mercenaries. Ever since the Colombian peace agreement with FARC in 2016, the military really ramped down, and a lot of retired soldiers found themselves with experience in bush warfare and no other applicable skills, so they just go work for mercenary companies in places like Haiti, Ethiopia, etc.
