Anybody that lives above other people and drops any heavy item on the floor intentionally is a dick, there's no maybe involved here.
The sheer number of unacceptably loud neighbors I’ve had above and adjacent to me makes me wish this wasn’t true, but it is. If I can hear you peeing, that means you can hear me peeing. So of course you’re keeping me up at night with your booming subwoofer and random 1am furniture rearranging. People are assholes.
I’ve come to believe it’s not always intentional, but that doesn’t make it any better, it just shows a distinct lack of empathy and disregard for other people around you. I fucking hate living in apartments…
Oh, and if you live in an upstairs apartment with hard floors, and keep your shoes on or walk around in heels all day, stop doing that. Your downstairs neighbors definitely hate your guts.
As the OP, the girl of the couple that lives above me does this too. Not all day but when she's off to work or getting home. Like why don't you leave your heels at the door? Does not give a fuck

Yeah this, but also be prepared for total asshattery. A person that throws the weights after the last rep is a total douche and not getting the most out of their set. Just tell him shortcuts are for pussies.
So you never tried simply asking him to not drop the weights and went straight to management and then passive aggressive tactics? Then you've missed any chance of ever getting him to stop. You're now in a contest of wills and my money is on the weightlifter.
If he drops the weights on the floor, he's a shitty deadlifter.
Neighborly disputes will most likely no be solved by this provocation meets counter provocation strategy. I would strongly suggest you deescalate. So he drops his weights loudly, then you play loud music, then he lights a turd in a paper bag on your doormat, and then you ... This won't end well. You still have to live there and all you're doing is making a bad situation worse. You're just retaliating because you feel powerless to stop what's bugging you. And with this sort of dispute statistics are not on your side in terms of success.
Did you ever talk with him directly? Or put a kindly phrased note under the door?

I don't think this is the type of individual that wishes to engage in good faith communication. What kind of person thinks it's reasonable to deadlift over someone's bedroom 630 in the morning?
I've known plenty of people who are sociable but thoughtless.
I know I myself have been a nuisance without realising it, and I am grateful for each person who have told me when I've been rude or hurtful. It's how I have learned to be more considerate in general, as well as cease the immediate behaviour to protect the relationship.
Not everyone will be accommodating, but you will never know unless you try.

There are deadlift deadeners that you can buy. If the guy sets up a proper floor, the noise could be reduced a lot. You could ask him to set up a proper platform with the deadeners
1 - Ask them if they can either not drop the weights, or if the time this occurs can be adjusted to make it less of a problem. Document that you asked them somehow including date, time, what was said in the request, and how the request was sent.
2 - If nothing can be fixed through step 1 review your condo rules and verify if they are breaching them by doing what they are doing, see what fines are like for each breach of whatever rules is covered by this. If there are no rules for this, you are basically screwed and should either lobby your condo board/property manager for a change in rules or move.
3 - Set up a camera/mic and have your phone handy. Record the noise when it happens noting the date and time.
4 - Submit a complaint to the condo board/property manager every time this happens including the date and time and the recorded evidence, citing which rules are being broken. Be prepared when you start doing this that your neighbor might try to retaliate. If they retaliate by making the noise worse, do the same thing recording it and sending it up the line. If you play music really loud or whatever, they may also try to retaliate by submitting complaints about you - try to not let them catch you out on that.
Eventually, if your property management/condo rules are set up in a reasonable way they would either stop, get evicted by their landlord who is now receiving fines, or be evicted by proxy because the fines are too numerous and expensive. Repeatedly making complaints to your board/property manager usually gets them involved pretty quickly because it creates a constant nuisance they can't easily ignore.

Oh…. rereading – you’re not certain if it’s deadlifting versus just weightlifting. To be clear – deadlifting is impressively shitty - dropping dumbbells is just usual shitty.
It's both. He deadlifts maybe once or twice a week. The rest sounds like dumbbells. The deadlifts are the loudest and I can tell he's a big dude because the floor creaks everywhere he walks

So while I hate the solution I've been given by my management in how to handle these things. You're going to have to go to the police on this one. There is actually someone who is like a residential officer of some kind, someone who isn't the one that has to be dealing with more serious crimes other officers have to. I have a card to one of these people.
You're going to have to build up a case against this person for noise. Record, document, report. Get a few police reports, bring all of this to management and make it so that they can't ignore it simply.
However, you've complicated this because you've retaliated. You've given this guy something on the table to use against you and now it's going to be a matter of constructing a timeline and going to have to be a bit more thorough so people can figure out what started first and who started when. But I'm just saying, he has something now against you for the music so you better be up to a lot of bickering and whatnot.
