Tbh the urban design of most of the US is basically perfect to ambush groups walking down the streets. Big, mostly empty streets surrounded by one or two story houses that are typically above street level and easy to exit the sides or rear or get off the roof.
Two riflemen crossfiring could decimate a squad and be out the back door before anyone knew what happened. Even just a lone shooter with trigger discipline could do a lot of damage. I've always been surprised it doesn't happen at all.

The word open-carry is exactly what it sounds like. It means that you have to display that you are carrying the weapon. For the non-US, the logic behind the law was that openly holding a gun meant that you weren't trying to commit any crimes. If you hide your gun, people thought you were trying commit a crime.
It is illegal to conceal a gun without a license. In order to be doing "open-carry", your gun must be visible to the people around you. If you hide that you are carrying a gun, that is considered illegal.
Also you need to have a permit to do open carry in Minnesota, Minnesota is one of the few states that requires you to have a license to do open carry.

in the context of getting to a vantage point, carry laws don't always apply to disassembled or packaged firearms. I wouldn't go from the sporting goods store to the bank, but the law accommodates driving home or to the range etc.

Small correction, it’s not illegal to conceal without a permit everywhere in the US. FL for example now allows anyone to do so, if they meet all the requirements to get the permit.

At first I was wondering why something like this hasn't happened yet, because it would almost certainly work and if someone did do this they personally could probably get away with it.
Thing is ICE is basically always surrounded by community members that are doing surveillance on them and in the event of something happening would certainly fire into the crowd of civilians. Not to mention that the most vulnerable in the community would end up suffering the most from state retaliation.
People are starting to arm up and tensions are running high so it might happen anyway, but if someone were to plan this kind of thing out there are a lot of problems with adventurism like that
