It's 2. When you wear a tie, you don't tie it up right under your chin, you tie it at the base of your neck.
This is the correct answer and anyone thinking it's 1, is simply wrong.

My neck has a clear end, and the purpose of a tie is to (arguably, I’m just guessing here) tie off the collar of your shirt, what kind of shirt would a snake wear? The tie for humans is arguably more related to our body shape than neck components, so you can’t even say relative to a comparable organ or bone. So where does a snake wear a tie?
Every now and then a snake hatches with one or more legs, so just above the shoulders... You could probably count vertibrae or something like that.

Umm…
Normally it goes under a shirt collar, but if your otherwise tromping around in your altogether, you are going to make a fashion statement no matter where you tie it.
