A lot of countries charge you for the deportation. They will even hold you in jail until you pay it back.

Even with this take, it's still dishonest. Something like this is still a pretty motivating: "we could hold you for months more or you could self deport now". And if you're making people sign forms saying one thing and then do another, then it's further undermining trust in the government agencies and the rule of law. Although I suspect some groups confuse harshness with law & justice

How is this getting what they deserve? In all likelihood believed they were being deported no matter what so figured get something to help themselves and family out of it, they shouldn't be made to feel that way or trust in the promise but that's more naivety than anything else hardly deserving being scammed.
