needed more flexibility in finding ways to reduce emissions of carbon dioxide and help achieve EU climate goals.
Any self respecting government would just say this
“Aww, that’s too damn bad. You’ll figure it out.” Just like how poor people have to ‘figure out’ even getting employers attention, let alone paying rent on minimum wage.
