Unfortunately the US has allowed president's to effectively start wars since the 1973 War Powers Resolution Act. It allows any US president to engage in a conflict for up to 60 days without congressional approval.
60 days is a long fucking time, once the military is involved congress knows it can't just pull out of a country. So we always stay

No other country or combination of countries can stop the US military if it backs him. Honestly I don't see anything stopping him except the US military at this point and that would be extremely improbable.

The entire airspace in the Caribbean in front of and above Caracas has been saturated with ratio interference radiation for days now. The few planes still flying are having trouble with comms, GPS and radio referenced navigation. There are other ways to enforce this crap without shooting rockets. It's a shit show.
