It would be a good strategy to play dumb and essentially implement fascism as if by accident - "Well gee whiz... wouldja lookit that!"

But as far as I can tell, Noem really is that abysmally stupid.

It's either criminal negligence to be in that position with this lack of knowledge or it's willful malfeasance. Both require their removal from office.

What do you think "I don't know if I have to follow the constitution" mean?

Motherfucker spent over a decade screaming that the last two Dem presidents weren't following the constitution, but now he's not sure if the president is bound by it?

They just don't know what they can get away with and are willing to try anything to test the waters.

She'd have to study hard, apply herself, and put in a lot of work to be as useful as a plank of wood. Frankly, the comparison is insulting to wood planks everywhere.
