The proposed changes are huge if implemented. Most importantly the move toward qualified majority instead of national veto, for EU budget, foreign policy and security for the inner cercle.

This could be legitimately called the European Federation.

I read that as an inner circle so the outer circle might possibly include even anti-integration countries like the UK.

France thinking Britain having an association status is a good idea harks back to the 1960's Labour party in government.... history doesn't repeat etc.

A second tier would be the rump of the existing EU with “unco-operative, unwilling states offered opt-outs in the new treaty but no exemptions” from the existing Lisbon Treaty or “EU values”.

Hmm. I feel like they aren't doing a very good job of marketing the second tier.
